A new character, Second Lieutenant Ker Benedict, is introduced. He appears to be a seasoned womanizer, and immediately begins flirting with one of the staff despite being new to the base.
Later, Ker's superiors, a general with a rather frog-like appearance and the tax collector (now all dressed up as a Sou Beil officer) who kidnapped the LOF, exit a cell. They're frustrated from not being able to glean any information from the old man, and when Ker asks questions he's told that it's none of his beeswax.
Meanwhile, Allison and Wil make their way towards the base. Allison tells Wil to let her do the talking, which turns out pretty well since she's quite adept at bossing people around. She manages to get a poor Private to lead them to LOF's cell, before sending both him and the guard Sergeant off to grab blankets. The old man requests only a pin from Allison, and tells her and Wil to wait for him in the sewers.
As Allison and Wil head for the exit, they meet none other than Ker. He's the one who wrote Allison a love letter, and she consequently refers to him as Second Lieutenant Love Letter. Hearing some soldiers coming, he has them hide in a nearby store room. Ker questions Allison and Wil why they're here, and they tell him the important stuff. Wil also says that it's thanks to Allison that made this all possible, making her very happy.
Having returned, the Private and guard Sergeant tell LOF that he can't open the door, but the latter says it's already open. Pushing it open, he manages to knock both soldiers out, grab a pistol, and escape.
In the sewers, Allison and Wil meet up with LOF, who says that they should escape in a seaplane. LOF memorized the tunnels from when he was brought through it to the dungeon, and knows how to get to the airport from there. They're discovered by the soldiers, though, and have to run for it, during which LOF tells them the location of the treasure for security's sake. (Don't worry, Wil's got this one.)
Reaching the airport, LOF tells the two of them to commandeer one seaplane, since there are only two-seaters. He says he'll be right behind them. LOF delays the soldiers as Allison and Wil take off. Seeing that soldiers are shooting at Allison and Wil's plane, LOF knocks over some oil drums and sets them ablaze. This leaves him without cover, however, and he is shot.
Frog-general immediately shows up, telling Ker to go after Allison and Wil. If need be, he is to kill them. After Ker leaves, frog-general turns to tax collector and says that he wants an agent to follow Ker and kill him if he hesitates in killing Allison and Wil. (Gosh, that's complicated. Why didn't you just send the agent after Allison and Wil too?)
As they leave the base behind, Allison mourns the death of LOF, but Wil says that they must continue on, to fulfill what LOF could not.
Thoughts:
Rather sad episode, with the loss of our beloved lying old fart. I was relatively certain he would (heroically) perish, though, when the fact that the seaplane was a two-seater came up.
Annnd, judging by the OP, Ker will be won over by Allison and her feminine wiles Wil's noble quest, and join them. Still no clue about who the other girl in the OP is, though. Maybe she's the 'treasure' that will end the war? xP

The man did what he had to do. Hope this opens up something even bigger in the series.

@ Shin: Moar liek Soubeilstein, amirite?
@ Fang-tan: Hehe, thanks. I hope it wasn’t too forced.
@ Webb: I suppose so. I am dying to knowing that treasure is, though.

Uh, I think they showed what the treasure was in the previews. Looks to be some ancient cave drawings though. Great potential! XD
