Flashback shows that Rollo has been assassinating people for as long as he can remember. He's a tool of the Britannian Empire, but the reason isn't revealed. Back in the present, Lelouch discovers the main function of Rollo's Geass - it freezes all organics caught in its radius. Having recorded the entire scene onto camera, Lelouch plays it back, showing Rollo calmly taking Lelouch's gun. Somehow or another, Lelouch sweet-talks Rollo, not only escaping scot-free but also planting the seed of doubt in Rollo's heart.
At the embassy, Kallen and C.C. still await word from Lelouch. Li shows up, and it's apparent that he has his own ideas…
While helping Rivalz get his bike back, Lelouch ponders on how to deal with Rollo. Rollo, meanwhile, overhears the discontent that the Information Bureau has with him. He's killed 5 of them so far, and naturally the remaining members are upset. Back at Britannian HQ, Guilford says that he is doing everything, including the duel challenge to Zero, for the sake of Cornelia, who is MIA.
Li confronts the Chief Enunch, asking him why he formed an alliance with Zero. Under the Geass, the Chief Enunch keeps saying that Zero is the path to happiness, so Li kills him.
The day of the execution arrives. Viletta appears to harbor a bit of sadness for Ougi's impending death. Meanwhile, a mysterious soldier asks a sniper to step out of his Knightare…
Li, who has taken charge of the Chinese embassy, tells Kallen and C.C. that they may act as they please if Zero appears. Rollo has taken control of the Vincent, a prototype Knightmare frame originally piloted by a Lord Kimmel. The Japanese gathered plead for Zero's saving grace, but Guilford says that Zero turned down his offer for a fair duel. As the Britannians prepare to execute the prisoners, Zero arrives. C.C. is worried, indicating that Lelouch hadn't contacted her beforehand and that he's acting alone.
Rolling up in his Burai, Lelouch accepts Guilford's one-on-one duel, with only one weapon allowed. Guilford immediately favors his lance, while Lelouch asks for a police riot shield. Everyone's surprised, and Li is disappointed. He says that he's indebted to Zero for allowing him to dispose of the Chief Enunch, but if the Order of Black Knights prove useless he'll use them as a diplomatic tool. Trading words with Guilford, Lelouch says that he himself would become evil to defeat a greater evil.
Guilford races toward Lelouch, but at the previous statement Lelouch's plans go into motion. Using the same tactics as in the Black Rebellion, the floor lifts up, dumping all prisoners as well as Britannian forces towards the Chinese embassy. Amidst the confusion, the true purpose of the riot shield is revealed.
The fighting continues until the Britannians realize they're on Chinese Federation territory, and cease fire. Rollo, however, breaks through in the Vincent, and begins chasing Zero. Just as he's about to catch up, though, a sniper shoots at Rollo. Now Rollo is really worried, since his Geass doesn't work against inorganic objects. Lelouch, however, takes the hit with his Knightmare. A fazed Rollo asks why Leloluch would cover for him, and the latter responds that even though the memories were fake, Rollo was still his brother. (lol male cow feces.) Well, as a result, Guilford's last ditch attempt at killing Zero by throwing his lance is thwarted by Rollo.
Afterwards, C.C. as well as the rest of the Black Knights are confused as to why the Vincent aided them, but they recognize Rollo as an ally. Lelouch's flashback shows that the entire thing was staged (duh!), he'd told the sniper to fire at Rollo. Lelouch intends to use Rollo then throw him away, for usurping Nunnally's spot.
Back at Ashford Academy, everyone's favorite ultra pilot is back. (And by favorite I mean most hated.)
Thoughts:
Now hold on. If Lelouch had that much preparation to rig a camera as well as to know to count, then he surely knew what Rollo's Geass did. I would assume that he read it in the journal he lifted off the baron in episode 1. This brings me to the next question: Why did Lulu even put himself in such a precarious situation? (Keep in mind I am speaking of his confrontation with Rollo in person, not the event with the sniper.)
Some interesting things to note:
- Rollo's last name is Haliburton.
- David, the sniper, is apparently Darlton's son.
- Viletta has memories of when she was with Ougi. Does she care for him?
- Lulu doesn't want anyone to know he's become Zero again, because it may endanger Nunnally. Why, then, would he use such a signature move from the Black Rebellion? No other choice?
Moving along…
Li Xingke is one person I'm sure that everyone's curious about. What are his intentions, why did he want the Chief Enunch dead, why does he attack the Black Knights and then re-establish friendly relations with them?
As for Rollo's dark past, he certainly doesn't win any points in my book. I almost felt sorry for him when Lelouch said he'd use and throw him away, though. Almost.
Before I forget, I'd like to mention that the scriptwriters failed to impress me with Lulu's tactical brilliance this time around. I mentioned the precarious situation Lulu put himself in before, and there's also plenty of (safer) ways to win over Rollo without having to resort to the sniping tactic.

Well if it’s still thought that Lelouch isn’t this Zero (because he’s under surveillance), then Nunnally shouldn’t harmed.

Lelouch wasn’t sure exactly what Rolo’s ability was - particularly, he wasn’t sure if he actually froze time or just perception. He set things up so he’d learn.
I doubt even the guy whose journal he lifted knew, considering those guys were separate from Viletta’s group (I believe?).
